ASSUMPTIONS OF EMPOWERING

In the context of the program, community empowerment has at least five assumptions that need attention:
1) The first assumption, associated with important characteristics of empowerment (empowerment) that distinguishes it from the top down approach, is that an individual action, both men and women do to empower themselves, by altering the structure or look for opportunities of empowerment of the existing structure. 4) The fourth assumption, related programs and projects, is that the program or project is a scarce resource. Changes in a society, including community empowerment, has a dimension of a broad and interrelated, and take a long time.

5) The fifth assumption is that groups of both men and women are seen as individual acts that form the consensus. DEVELOPMENT OF STRATEGY TO ACCELERATE DEVELOPMENT STRATEGIC AREA DISTRICT (CWC) ON STRENGTHENING REGIONAL SULAWESI AND NUSA SOUTHEAST

Social Infrastructure and Economic Development District / Regional Infrastructure for Social and Economic Development (RISE), which was then called with PISEW is a program that is a continuation and refinement of the P2D and Pilots PKP2D and adjustment of various actual issues that developed at this time, including answer various problems faced by the region in implementing regional autonomy. DEFINITION OF COMMUNITY

Meaning of empowerment involves three issues: development (enabling), strengthening the potential or power (empowerment), and the creation of independence of gender perspectives into account. Thus, empowerment does not only happen to people who did not have the ability, but also on communities with limited resources, so it can be developed to achieve independence.


Empowerment needs to be interpreted as an effort to create an atmosphere or climate that allows the potential for developing community (enabling).
