DEFINITION OF COMMUNITY

Meaning of empowerment involves three issues: development (enabling), strengthening the potential or power (empowerment), and the creation of independence of gender perspectives into account. Thus, empowerment does not only happen to people who did not have the ability, but also on communities with limited resources, so it can be developed to achieve independence.

Empowerment needs to be interpreted as an effort to create an atmosphere or climate that allows the potential for developing community (enabling). This logic is based on the assumption that no society is totally without power. Every society must have power, but sometimes they do not realize, or power is not yet known explicitly. Therefore, power must be dug, and then developed. So empowerment is an attempt to build a power, by encouraging, motivating and raising awareness of the potentials as well as trying to develop it.

Therefore, here's empowerment is also interpreted as an effort to grow the capacity and capability of the community in order to improve their bargaining position (bargaining power), so it has access and the ability to participate to take advantage of reciprocity in four interrelated areas, namely: economic, political, social and culture. Community empowerment also means providing services that the authority and capacity and capability of communities in the four areas can be developed
