DEVELOPMENT OF STRATEGY TO ACCELERATE DEVELOPMENT STRATEGIC AREA DISTRICT (CWC) ON STRENGTHENING REGIONAL SULAWESI AND NUSA SOUTHEAST

Social Infrastructure and Economic Development District / Regional Infrastructure for Social and Economic Development (RISE), which was then called with PISEW is a program that is a continuation and refinement of the P2D and Pilots PKP2D and adjustment of various actual issues that developed at this time, including answer various problems faced by the region in implementing regional autonomy. This program is an effort by the government within the framework of the National Program for Community Empowerment Mandiri (PNPM Mandiri) to resolve inter-regional disparities, poverty and unemployment through the Community Economic Development of Social Infrastructure. Interventions to be done is the provision of technical assistance and provision of assistance and economic stimulus basic social infrastructure which is considered to be able to support the efforts of socio-economic empowerment of the community, through a participatory mechanism and synchronized with the existing system of development planning. KSK in PNPM PISEW defined as a particular functional area (zone or region) in the district that when it's done investment intervention will provide a large multiplier effect for economic growth districts are concerned. Actually it has been stated and mandated in the Law no. 26 of 2007 on Spatial Planning which in Spatial Planning District is to be determined which areas are considered strategic. Thus the regional approach is also part of philosophy that attempts to restore the execution of Government programs in the corridor of the existing formal legislation.

Determination KSK really directed to the determination of the ideal strategic areas, so in addition to the relevant district is expected to grow faster economically, local government officials and citizens can increase their capacity, especially in understanding the normative and operational aspects of the region with better planning.
